2025 PHIP Premium Rate Change Effective January 1

Effective January 1, the 2025 PERS Health Insurance Program (PHIP) premiums will take effect.

For PHIP members who have health insurance premiums deducted directly from a pension benefit, your monthly direct deposit will automatically adjust to reflect the new premium rate. If the new monthly premium exceeds the monthly PERS pension benefit, PHIP will notify you by mail.

For PHIP members who have health insurance premiums deducted directly from a checking or savings account through Electronic Funds Transfer (EFT), your EFT will automatically adjust to the new premium rate. Please make sure funds are available for the January 1 change.

If you are currently enrolled in bill-pay through your bank, you will need to notify your bank of this change.

NOTICE OF CHANGE TO PHIP MEDICARE PLAN OFFERINGS

EFFECTIVE JANUARY 1, 2025

Beginning January 1, 2025, the PERS PacificSource Medicare Advantage Essentials 803 RX retiree health plan will no longer be available for PHIP members.

If you are enrolled in the PacificSource Medicare Advantage Essentials 803 RX retiree health plan you will automatically move to either the PERS Providence Medicare Advantage Flex Group Plan + Rx (HMO-POS) or the PERS UnitedHealthcare® Group Medicare Advantage (PPO) plan, depending on the county you permanently reside in.

If you live in the following counties, you will automatically move to the PERS Providence Medicare Advantage Flex Plan + Rx (HMO-POS) plan effective January 1, 2025:

  • Oregon: Crook, Deschutes, Hood River, Jefferson, Lane, and Wheeler

If you live in the following counties, you will automatically move to the PERS UnitedHealthcare® Group Medicare Advantage (PPO) plan effective January 1, 2025:

  • Oregon: Clackamas, Coos, Curry, Douglas, Grant, Klamath, Lake, Multnomah, Sherman, Wasco and Washington
  • Idaho: All counties
  • Montana: All counties
  • Washington: Clark, Pierce and Spokane

Important Change to the PERS Health Insurance Program for 2025

Effective December 31, 2024, PacificSource will no longer offer their PERS PacificSource Medicare Advantage Essentials RX 803 (HMO) plan. If you are currently enrolled in the PHIP PacificSource Medicare Advantage plan your coverage will continue through the end of 2024  without interruption. 

We are actively working towards selecting a comparable plan from our remaining Contracted Health Plans (CHPs) to ensure a seamless transition for members affected. Once this is determined, you will receive notification and further information for the 2025 plan year.

There are no changes to your PHIP enrollment for the remainder of 2024:

  • If you are currently eligible and receiving the RHIA premium subsidy, your RHIA premium subsidy will continue if you maintain enrollment in a PHIP-sponsored medical plan.
  • If you are currently enrolled in a PHIP dental plan your dental plan will not change. You must be enrolled in a PHIP medical plan to be enrolled in a PHIP dental plan.
  • Your current payment method will remain in effect and will reflect the new premium amount January 1, 2025.

To prepare for the 2025 plan year, we highly encourage you to attend a Plan Change presentation in your area to learn more about PHIP’s plans in your service area. The Plan Change presentation schedule will be posted here by August 1, 2024.
